Stanley Hammack Carpenter, 75, a retired Marine Corps colonel and aeronautical engineer who specialized in weapon development and flight safety issues, died of emphysema Sept. 20 at Inova Fairfax Hospital. He lived in Alexandria. Col. Carpenter, an aviator, served 30 years in the Marines before retiring in 1974 as chief of air operations at Quantico.
